All applicants must fit the Department of Housing and Urban Development (HUD) definition of homelessness, which is:

- Living in a car
- Living on the street
- Living in a shelter
- Has been formally notified of impending eviction
- Living in a motel
- Living with family or friends does not meet HUD homeless definition

All applicants must be:
|
- At least 18 years of age
- A resident of Arizona
- Must be able to work/attend school, or a combination of both for a minimum of 32 hours/week.
- Must have a source of income upon entering the program
- Must be drug and/or alcohol free
- Has not committed a sex crime
- Has not committed a violent or drug related crime within the past year
- Must be willing to actively participate in Case Management the entire length of the program

Because the homes at House of Refuge East are all two-bedroom, we cannot
accommodate a family larger than six(6) people.
